Palestine: An external evaluation of PUI’s project (INTIQAL)

Contexte humanitaire

INTIQAL 2030 is a Youth-led initiative supported by Premiere Urgence Internationale
(PUI), an innovative socio-economic development program that leverages on the
protection of Cultural Heritage involving communities and local civil society
stakeholders, encouraging their interaction on archaeological sites. This initiative creates
and runs a safe space in which girls, boys, young people and families engage in concrete
actions and express their fears and hopes in a protective environment while developing
their resilience following violent or traumatic experiences.

For the 2025–2026 CPF rollover phase, the project focuses on:
-Emergency stabilization, documentation, and securing of three severely damaged sites
in Gaza:
o Byzantine Church of Jabalia
o Roman Cemetery of Beit Lahia
o Blakhyia / Ancient Anthedon
-Community engagement, children and youth programs, and awareness-raising
campaigns in Gaza.
-Continuation and enhancement of the Oral History component in Gaza and the West
Bank, including archiving and dissemination through the Palestinian Museum and
international events.
The project operates in an extremely volatile conflict environment, with restricted access,
security risks, and ongoing humanitarian crisis severely affecting implementation modalities.
This evaluation is therefore critical to assess effectiveness, relevance, adaptability, and
emerging impacts in a post-war emergency-recovery context.

3 : Provide Actionable Recommendations

Tasks and Timeline

The evaluation will cover all activities implemented between 1 April 2025 and 28 February
2026, with a focus on:

• Component A – Emergency stabilization and site maintenance
• Component B – Documentation, assessments, photogrammetry and collections
  safeguarding
• Component C – Awareness campaigns, children and youth competitions, webinars and
  events
• Component D – Securing heritage sites
• Component E – Oral history updating, archiving, new digital outputs and speaking
  events
• Special attention should be paid to:
  Adaptation to war-related constraints.
  Quality of outputs and relevance to CPF priorities.
  Inter-sectoral integration (heritage, psychosocial, livelihoods, advocacy).

• February 05-13, 2025: Desk review, stakeholder interviews, and data collection.
• February 18, 2025: Draft evaluation report submission.
• February 21-27, 2025: Final evaluation report and deliverables submitted.

Deliverables:

The consultant will be required to deliver:
1. Evaluation Report (20-30 pages):
A comprehensive document detailing:
Assessment against CPF outcomes.
Reflection on the efficiency, effectiveness, and sustainability of the
project.
Challenges encountered and how they were addressed.

2. Presentation of Findings:
o A PowerPoint summary of the key findings and recommendations.
o Presentation to project stakeholders (virtual or in-person).
